Team Shortfalls: When Good Teams Underperform

Here's a pattern we see repeatedly: an organization assembles a team of talented, experienced professionals — and the team underperforms. Not because the individuals lack capability, but because the system surrounding them creates friction, ambiguity, and misalignment that even the best individuals can't overcome.

The Individual vs. System Paradox

Most performance improvement efforts focus on individuals. Train them better. Coach them more. Hold them more accountable. But when talented individuals consistently underperform as a team, the problem isn't the individuals — it's the system they operate within.

Geary Rummler, one of the pioneers of performance technology, put it best: "Put a good performer in a bad system and the system wins every time." This insight, validated across our decades of research, points to a fundamentally different approach to team performance improvement.

The Six Management Levers

Through our research across hundreds of organizations, we've identified six management levers that, when properly aligned, enable even average teams to produce extraordinary results — and when misaligned, can drag even star-studded teams into mediocrity.

1. Performance Expectations

Are the team's performance expectations clear, specific, and tied to business outcomes? In underperforming teams, we consistently find that different team members have different understandings of what success looks like. The fix isn't more communication — it's defining performance in behaviorally specific terms that leave no room for interpretation.

2. Performance Feedback

Does the team receive timely, specific, behavior-based feedback? Most teams receive feedback that is too infrequent, too vague, or too focused on outcomes rather than behaviors. Exemplary teams operate with real-time feedback loops that allow for continuous course correction.

3. Tools and Resources

Does the team have the tools, information, and resources needed to execute at the expected level? This seems obvious, but we repeatedly find teams that are expected to produce world-class results with inadequate tools, outdated information systems, or insufficient access to the knowledge they need.

4. Consequences and Incentives

Are the consequences aligned with the desired performance? In many organizations, the reward systems inadvertently incentivize the wrong behaviors. Individual bonuses can undermine collaboration. Quarterly targets can discourage long-term strategic work. Misaligned incentives are one of the most common — and most overlooked — drivers of team underperformance.

5. Skills and Knowledge

Does the team have the necessary skills and knowledge to perform? This is where most organizations start — and it's usually not where the real problem lies. In our experience, skill gaps account for less than 20% of team performance shortfalls. The other 80% is system-level.

6. Selection and Assignment

Are the right people in the right roles? Sometimes the issue isn't skill or system — it's fit. When individuals are assigned to roles that don't match their behavioral strengths, no amount of training or system optimization will close the gap. This lever is about ensuring that talent placement reflects the behavioral demands of each role.

Diagnosing the Real Problem

When a team is underperforming, resist the urge to send them to training. Instead, walk through the six levers systematically. In our experience, the root cause is rarely what leadership assumes it is. More often than not, the fix is structural, not developmental — and it's usually faster and cheaper to implement.

The Path Forward

Good teams don't underperform because the people are wrong. They underperform because the system around them creates drag. By systematically evaluating and aligning the six management levers, organizations can unlock the performance potential that's already sitting inside their teams — waiting for the right conditions to emerge.
